Adult and Family Education

The Adult and Family Education unit of the Office of the State Superintendent of Education (OSSE) is a federally established agency created by the US Department of Education to receive federal funds and provide professional development and state leadership to the DC adult and family literacy community. This unit re-grants federal funds to eligible local organizations that provide adult education and family literacy services for residents of the District of Columbia. This unit is governed by the Adult Education and Family Literacy Act, Title II of the Workforce Investment Act of 1998, P.L. 105-220. Select the link below to view the Workforce Investment Act.
The OSSE Adult and Family Education unit helps adult learners in the District of Columbia gain basic skills to improve and sustain the quality of their lives at work, at home, and in their communities. Sub-grantees of the Adult and Family Education unit provide services that assist adult learners in becoming more skillful in reading, mathematics, English as a Second Language (ESL), basic computer skills, and work readiness. Adult and family education programs are designed for individuals who:
  • Are 16 years of age and older
  • Do not have basic education skills
  • Do not have a high school diploma or its equivalency
  • Need to improve their ability to speak, read, or write the English language
  • Are senior citizens seeking literacy and/or basic computer skills

Adult and Family Education maintains a robust statewide data system that tracks federal and state funding for adult education and manages the number of adult learners enrolled in programs, demographic data and learning outcomes. The web-based data management system is used to report to the US Department of Education and a variety of state and local stakeholders.
